Deputy Police Chief

• Confers with the Chief to plan, develop, and direct the implementation of goals, objectives, policies, procedures and work standards for all department functions;
• Oversees the personnel functions including analyzing personnel needs and making recommendations accordingly, selecting, hiring, training, motivating and evaluating assigned personnel and taking or recommending disciplinary action in accordance with established City policies and procedures;
• Assists in development and management of the annual budget, including estimating necessary funds for additional staff, equipment, materials and supplies, monitoring and approving expenditures, and directing and implementing adjustments as necessary;
• Provides administrative and operational assistance to the Chief, including preparing and presenting staff reports, and other related correspondence as required;
• Assesses and monitors the effectiveness and efficiency of service delivery methods and procedures, including assessing workload, administrative and support systems, and internal and external relationships and makes recommendations for improvements to the Chief;
• Plans, directs, coordinates, and reviews division work plans, including meeting with personnel to identify and resolve departmental problems, assigning work activities, monitoring workflow, reviewing and evaluating work products, and participating in projects and programs;
• Works closely with the Chief and oversees the work of subordinates to ensure all activities are conducted in compliance with applicable codes, laws, rules, policies, and regulations;
• Works closely with other supervisory personnel to promote positive work attitudes within the department and maximize teamwork and cooperation by all departmental employees.
• Coordinates with division commanders to authorize sponsored training and review training programs for effectiveness and cost; helps develop programs to correct training deficiencies;
• Oversees community education programs;
• Oversees and may conduct highly complex, sensitive and/or high profile internal or external investigations;
• Oversees the use and care of equipment;
• Evaluates operational needs of facilities and makes recommendations accordingly;
• Oversees the acquisition, building and maintenance of equipment and facilities;
• Addresses citizen complaints and notices on any matters relating to potential criminal activity and takes appropriate corrective action, or advises on appropriate remedies to eliminate any hazardous or unsafe conditions;
• Oversees grant development and management;
• Communicates with all related personnel in an effort to motivate, promote leadership and encourage teamwork; identify employee deficiencies, implement discipline, corrective action and termination procedures, all in an effort to accomplish the mission, goals, and objectives and to promote the professional image, values and ethics of the organization.
• Provides effective professional liaison between the Department and other City departments, outside agencies, media and the general public;
• Serves as a spokesperson for the Department at community events, meetings, and other public relations activities;
• Assumes command at scenes of major incidents:
• Participates on a variety of boards, commissions, and professional group meetings;
• Maintains security and possession of a firearm and related equipment at all times;
• Keeps immediate supervisor and designated others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems;
• Attends meetings, conferences, workshops and training sessions, and reviews publications and audio-visual materials to remain current on the principles, practices and new developments in assigned work areas;
• Addresses citizen complaints or concerns regarding significant and/or controversial issues, and takes appropriate measures to ensure an expedient resolution or citizen satisfaction as necessary;
• Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities;
• Assumes the responsibilities and duties of the Chief in his/her absence or at his/her discretion;
• Performs other duties consistent with the role and function of this classification, as assigned.

• Bachelor’s Degree in Public Administration, Criminal Justice, or closely related field; and
• Extensive (at least 10 years) experience in public safety or police work, with at least 2 years experience in a supervisory or management capacity; or
• Any equivalent combination of experience and training which provides the knowledge, skills and abilities to perform the essential duties of the position.

• Comprehensive knowledge of local, State and Federal laws as applicable to public safety;
• Comprehensive knowledge of current law enforcement policies, procedures, and practices;
• Comprehensive knowledge of investigative and patrol procedures and techniques;
• Comprehensive knowledge of arrest procedures, prisoner restraint, and transportation;
• Comprehensive knowledge of the principles and practices of public safety administration and management techniques;
• Comprehensive knowledge of the principles and practices of safe driving;
• Substantial knowledge of budgetary principles in the public sector;
• Substantial knowledge of the organizational and management practices of public safety program development and administration;
• Substantial knowledge of the principles of supervision, training, and performance evaluation;
• Substantial knowledge of the functions and objectives of Federal, State and other local law enforcement agencies as applicable to community law enforcement, particularly with reference to apprehension, arrest, search and seizure, evidence, records maintenance and traffic control;
• Substantial knowledge of current law enforcement policies, procedures and practices, and their application to a wide variety of services and programs;
• Substantial knowledge of court procedures and practices;
• Substantial knowledge of all related law enforcement equipment, weapons and emergency vehicles;
• Some knowledge of tactical response and rescue operations;
• Knowledge of State and Federal grant processes;
• Ability to use good judgment regarding the use of force;
• Ability to provide effective administrative and professional leadership and direction;
• Ability to recommend and implement goals, objectives, and practices for providing effective and efficient law enforcement services;
• Ability to effectively perform as an Incident Commander, or as a member of an incident team;
• Ability to identify and respond to community issues, concerns, and needs;
• Ability to analyze, and evaluate new service delivery methods, procedures, and techniques;
• Ability to efficiently prepare and administer the Department budget;
• Ability to exercise good judgment, flexibility, creativity, and sensitivity in response to changing needs and situations;
• Ability to establish and maintain effective working relationships with members of the public, City officials, and law enforcement, emergency response, and court personnel;
• Ability to evaluate situations involving potential danger to self, citizens, and/or other personnel and to make quick decisions to ensure the safety and security of all individuals involved;
• Ability to supervise, train, evaluate and coordinate the work of others;
• Ability to command authority from media representatives, public officials and members of the public through a calm demeanor and appropriate action;
• Ability to communicate effectively with others, both orally and in writing, using both technical and non-technical language;

• Ability to prepare and present accurate and reliable reports containing findings and recommendations;

• Must meet the requirements of a probationary police officer as prescribed by State Law;
• Possess a valid Class D Driver’s License and obtain a Montana Driver’s License within 60 days of employment;
• Possess Montana POST (or equivalent) Basic, Intermediate, Advanced, and Supervisory Certificates;
• As a condition of continued employment, must:
  1. Possess Montana POST Command Certificate within 12 months of employment or promotion;
  2. Maintain ability to lawfully possess a firearm;
  3. Maintain ability to provide credible testimony in a court of law;
