Description

The Department of Community Corrections and Rehabilitation (DOCCR) is seeking a Corrections Program Manager. This is an Assistant Superintendent level position and will lead a line of business focused on staff onboarding, training and development, and performance management at the Juvenile Detention Center (JDC). Under the direction of the Superintendent, this position will act as an agency liaison with internal divisions and external organizations and have an active role in the support and development of all staff including Juvenile Correctional Officers (JCO) and Corrections Supervisors. This position is part of a leadership team and requires close cross-collaboration with other facility lines of business including operations, programs & services, and administration. All Program Managers at the JDC are expected to know and be able to perform basic building operations on an as-needed basis. Experience working in a correctional institutional or residential setting and with high-risk youth is preferred.

Location and hours:
This position is located at the Juvenile Detention Center at 510 Park Ave South, Minneapolis, MN 55415. Work hours will typically be Monday through Friday, 8:00 a.m. – 4:30 p.m. with flexibility for evening and weekend on-call responsibilities. New Employee Orientation (NEO) for all new benefit-earning employees is in-person in downtown Minneapolis. Details about NEO will be provided upon hire.

In this position, you will:

  • Manage the personnel and staff development aspects of a 24-hour detention facility in accordance with department and division policies and procedures. 
  • Anticipated activities include overseeing employee hiring, onboarding, training, support and discipline, scheduling, and performance management.
  • Assist in the development and delivery of high-quality staff training content.
  • Support the professional development of all staff, including JCOs and Corrections Supervisors, to create a consistent, safe, and supportive facility for residents.
  • Serve as a division liaison with other divisions within the department and confer with and coordinate division activities with allied agencies in the justice system and community organizations.
  • Establish and modify division policies and procedures; ensure consistency with department policies.
  • Provide leadership to further department-based strategies that align with county goals, mission and core values for diversity, equity & inclusion.


Need to have:
One of the following:

  • Eight years or more of professional experience in corrections, with at least one year in administration or supervision. 
  • Bachelor's degree in one of the below-cited fields and four years or more professional experience in corrections, with at least one year in administration or supervision.
  • Master's degree or higher in criminal justice, behavioral/social science or business, correctional or public administration or equivalent and three years or more of professional experience in corrections.

  • Experience:
    • Working in a correctional institutional or residential setting.
    • Providing collaborative services with other justice partners; ability to identify community resources.
    • Supervising a team of professional staff working on complex projects.
    • Formulating proposals and implementing programs through project planning and management.
    • Using Microsoft Word, Excel and Outlook, PeopleSoft, and SharePoint.
    • Managing or collaborating closely with human resource related activities at a division level.
    • Developing and delivering trainings.
    • Managing and coordinating employee training at a division level.
    • Creating policies.
    • Working with youth ages 12 and older.
  • Ability to:
    • Assist occasionally during non-traditional business hours, including evenings and weekends.  
    • Work effectively with a diverse staff and client population.
  • Knowledge of:
    • Corrections administration.
    • Effective supervision practices.
    • Evidence based programming (EBP) for effective correctional programming; experience in assessing and developing effective evidence-based programs.
    • Adolescent mental health, development, and trauma informed care.
    • MN Rule 2960: Licensing of Children’s Residential Facilities.
